This paper was prepared by EPRC for Highlands and Islands Enterprise (HIE) to support the Second International Conference ‘Benchmarking Regional Policy in Europe’ held in Riga on 24-26 April 2005. It provide a synthesis of the key messages from the Conference, supplemented by intelligence from the research about countries sharing policy concerns/positions with HIE, and a review of the evolving debate on territorial co-operation and the discussions at the Riga Conference on future co-operation programmes, as well as options for the practical development of future Nordic-Scottish co-operation.

The aims of this study were to analyse experiences from inter-regional co-operation projects under the previous North Sea and Northern Periphery programmes, disseminate learning from projects, highlight practical results achieved and identify policy lessons on effective project co-operation for the new programmes.

  • Regional Policy Open Days
    28-29 September 2004, Brussels, Belgium

    DG Regio of the Commission and the Committee of the Regions (CoR) jointly organised a number of 'Open Days' on the theme of 'The Practice and Reform of Regional Policy'. Some ten offices of Europe's cities and regions were partners for the event, which consisted of a series of Regional Management workshops, conferences, exhibitions on exchange of best practice and discussions on the changes in regional policy expected post -2006. Summaries of the seminars will appear on the Open Days website.

  • Interreg IIIC Information Day
    28 April 2004, Glasgow, UK

    EPRC was represented by François Josserand at the Interreg IIIC Information Day, organised by the Interreg IIIC West Zone Secretariat, together with the Scottish Executive and hosted by the West of Scotland European Consortium. François' presentation focused on 'Practical lessons learned from Interreg – Project(s) showcase’, based on the recent EPRC-Nordregio study on Trans-National Nordic-Scottish Co-operation in Interreg IIB North Sea and Article 10 Northern Periphery projects.

  • Fourth Nordic-Scottish high level conference on regional policy matters
    6-9 September 2003, Örnsköldsvik, Sweden

    As part of the Nordic-Scottish Co-operation on Regional Policy and Sustainable Development, this conference aimed to bring together Nordic and Scottish senior officials and private sector interests from central, regional and local levels in order to identify actions which address common challenges, especially of peripherality and sparse population in a European context. The objective of the conference was to further develop opportunities and arrangements for Nordic-Scottish Co-operation.
