EU cohesion policy
EPRC has had a long-standing interest in EU cohesion policy. This began in the context of the EoRPA focus on national regional policy, which over time became increasingly influenced by policy developments at the EU level. However, it grew into a distinct research programme following the reform of the Structural Funds in 1988. Since then, EPRC has taken a detailed and very practical interest in the development and operation of EU regional and cohesion policy.

At the core of the research is the IQ-Net consortium of national and regional programme management authorities across the EU which aims to draw out comparative practical lessons from the operation of the Structural Funds. In this context, detailed comparative studies have been carried out on all aspects of the programming cycle – the drawing up of strategic programmes, their development into operational documents, the generation and selection of quality projects within programmes their subsequent monitoring and evaluation and, finally, the drawing together of appropriate policy and practical lessons for future programmes.

In addition, wider evaluation studies have been undertaken (ex ante, mid-term and ex post), together with detailed comparative reviews and meta-evaluations aimed at drawing out broader policy lessons.

IQ-Net - Improving the Quality of Structural Fund Programming through Exchange of Experience The membership of IQ-Net in Phase 5 is composed of regional and national authorities responsible for managing and implementing European Structural Funds. It is intended that the membership should be representative of a broad range of Member States, programmes and approaches to programme management. (2011-2013 current phase)
